National Surveillance Program Manager needed in
South Sudan
Job Description:
The National Surveillance Program Manager is in charge of the planning, organisation, implementation, team training, analysis and reporting of multi-sectoral surveys in South Sudan.
1. Description of the programme
The intervention aims to develop a nationwide nutritional surveillance and analysis program in conjunction with the MoH, International and National NGOs, and UN Agencies. Five states will be used as trial locations in 2007 (Jonglei, Upper Nile, Northern Bhar El Gazal, Warrab, and Unity States).
The main components of the project are:
? An aim of 10 nutritional surveys in the 5 states over 2007.
? Development of sentinel sites in all 5 states.
? Collection of health and nutrition NGO?s and MoH morbidity and nutritional data on a monthly basis for analysis purposes.
? Continuous analysis of all of the above data for early detection of deteriorating nutrition situations throughout the 5 states.
? Quarterly reports of the nutrition status in all 5 states.
? Capacity building of national NGO?s and the MoH on nutrition surveillance.
2. Duties and Responsibilities
General objective:
To monitor and analyze monthly reported data and nutritional surveys for 5 states (Upper Nile, Unity, Jonglei, Northern Bhar El Ghazal, Warrab) in quarterly nutrition situation analysis reports for each state.
Specific objectives:
? To participate in the definition on technical strategy
? To plan and organize the nutritional surveillance activities
? To organize and facilitate nutrition trainings and workshops for MoH and National NGO Staff.
? To collaborate with the local authorities, ACF-USA counterparts and partner agencies
? To capitalize information
? To coordinate within ACF-USA team
? Reporting
Activities:
? Participation, in close collaboration with the Medico-Nutritional Coordinator (CMN), in the definition on technical strategy:
? Planning and organization of the nutritional surveillance activities:
? Support to the NST:
? Supervision of the implementation of and if needed participation in nutritional surveys and rapid assessments (nutrition and multi-sectoral) with the NST;
? Guarantee of the technical quality and timeliness of the nutrition survey and rapid assessment reports.
? Development of the advocacy plan, to be validated and finalized by the CMN; To participate in the dissemination, implementation and follow-up of the plan and recommendations, upon request of the CMN.
? Presentation of the results of the nutrition surveys and recommendations to the community.
? Collaboration with National and State level MoH in the planning and implementation of the national surveillance program.
? Implementation of the nutrition surveillance training and workshops:
? Collaboration with the local authorities, ACF-USA counterparts and partner agencies:
? Collaboration within ACF-USA team
? Capitalization of the information:
- Regular update of the nutrition guidelines (nutrition surveys/rapid assessments; training)
- Capitalization and compilation of existing documentation on nutrition in southern Sudan (reports, evaluations, minutes of meetings, guidelines).
- Collection of information relevant to the population, nutritional and health habits, etc.
- Quarterly Reports written for each state summarizing the nutritional situation and analysis and dissemination to all partners in collaboration with CMN.
Reporting:
- Nutrition surveillance reports for external release ? nutrition surveys, rapid assessments, evaluation of the nutritional surveillance: reports are validated by the CMN and the Tech. Dir., and disseminated to the partners according to a pre established listing that is to be regularly updated.
- Reports on each training session and workshop organised by ACF-USA on nutritional surveillance.
- Monthly reports to be sent to the CMN/PCO/HOM/Tech. Dir ? they include achievements of ACF-USA NST for the past month and objectives for the following month;
- Donors reports: interim and final reports to be sent to the CMN
- End of mission report to be sent to CMN, PCO, HOM and Tech Dir.
QUALIFICATIONS:
Nutritionist/Epidemiologist with strong surveillance background. Able to adjust to a lifestyle of frequent travel. Ability to work in an insecure setting.
Ability to work in situations of high stress.
Humanitarian field experience required: at least one year in emergency nutritional programmes and previous experience in program planning and implementation in large scale surveillance projects compulsory.
PLEASE NOTE:
? The minimum time commitment is one year.
? All living expenses and transportation are covered. ACF also provides a full insurance package which includes: medical insurance, life insurance, travel insurance, medical evacuations and repatriation.
? ACF provides a monthly salary allowance which starts at a minimum of $1,300 per month for general expatriates, $1,850 per month for coordinators and $2,125 per month for Country Directors, and could be increased according to an individual's prior experience (this is gross salary). We also provide a per diem allowance on the field, which is determined according to the living expenses of the country.
? All new volunteers receive training prior to departure, either in ACF - Paris, or ACF - New York.
? All posts for first time positions with ACF are unaccompanied. In most cases, the location of our programs does not allow for friends or family members to visit volunteers. Accompanied posts are only considered after a few years with the organization, and requests are not necessarily granted.
